Who is a Mehram?

The Saudi government has now allowed the women of all age groups to apply for Umrah visa without a mahram. Previously, only the women above 45 years were allowed but according to the recent policy adult women of all age group are allowed to travel alone or in the form of groups.

It is not mentioned clearly in the Quran about the requirement of mahram but it gives importance to safety and the modesty.
